About the HVCA

HVCA mission statement

HVCA adds value to members' businesses by providing quality services, promoting excellence and shaping the commercial environment through representation and leadership.

The HVCA represents the interests of firms active in the design, installation, commissioning and maintenance of heating, ventilating, air conditioning and refrigeration (hvacr) products and equipment.

HVCA members are subject to regular, third-party inspection and assessment to ensure their technical and commercial competence.

HVCA member companies benefit from access to a wide range of services which are carefully tailored to their needs, and which help them to build better and more profitable businesses.

These include commercial, legal and technical advice, health and safety guidance, an employment affairs resource, promotional and parliamentary lobbying support and an infrastructure for education and training.

The HVCA is itself a member of the Specialist Engineering Contractors' (SEC) Group, which provides a united voice for engineering specialists and has representation on the Strategic Forum for Construction.

It is also a member of GCI-UICP, the European umbrella body for the hvacr and plumbing sectors, and of CEETB, which exists to represent all engineering specialists in construction.

HVCA is a member of the TA Forum. Since its formation in 1997, the Trade Association Forum has been encouraging the development and sharing of best practice among UK trade associations and promoting the role of effective trade associations to government, industry and the wider public.

Presidential team 2006/07

John MillerPresident: John Miller began his working life with Leeds-based H Morfitt & Sons Ltd, and has been managing director of Morfitts' parent company, J H Shouksmith and Sons Ltd, since 2002. He was first elected to the Council of the HVCA in 1999, and became president of the Association on 12 July 2007.


Gareth VaughanPresident Elect: Gareth Vaughan is managing director of ductwork specialist E Poppleton & Son Ltd of Colwyn Bay. He served as chairman of the HVCA Ductwork Group from 2000 to 2003, and has been a member of the HVCA Council since 1997. He was elected president elect of the Association on 12 July 2007.
Mike McCloskeyImmediate Past President: Mike McCloskey is a director of South London-based Argent FM Ltd. He spent 30 years with national contractor Lorne Stewart Plc, during which time he established its maintenance division. He has been a member of the HVCA Council since 1992, and served as president of the Association in 2006/07.


Robert HiggsChief Executive: Robert Higgs OBE has been on the staff of the HVCA for 34 years, and was appointed its chief executive in July 1989. He was directly involved in the founding of the Specialist Engineering Contractors' (SEC) Group in 1992, and plays a central role in the work of GCI-UICP, the industry's European umbrella body.

Commercial and legal

The Association's team of qualified lawyers provides members with expert advice on a wide range of commercial and contractual matters. These include contractual disputes, the interpretation of contract documents and the implications of new, revised and existing national and international legislation.

Assistance can also be provided on insurances, in conjunction with the Association's own nominated broker. And access can be arranged with external solicitors for the ongoing representation of members' interests.

Communications and public affairs

The Communications and Public Affairs Department provides a comprehensive information service to members, manages the Association's annual events programme and promotes the quality of the membership to customers and clients throughout the construction industry and beyond.

It ensures that the HVCA maintains a significant media profile, and that the views of the membership are brought to the attention of Government through the co-ordination of lobbying activities on issues of concern to the sector.

Education and training

The Education and Training Department provides members with a wide range of expert advice and guidance on matters involving recruitment, new-entrant and mid-career vocational education and employee development.

A programme of HVCA training courses addresses many essential elements of members' activities, and the Association is registered as a Continuing Professional Development (CPD) provider with the Chartered Institute of Building Services Engineers, the Institute of Electrical Engineers and the Institute of Mechanical Engineers.

Employment affairs

The Employment Affairs Department is responsible for maintaining and developing the industry's national agreements, and for supporting and influencing the work of the Association's policy committees on employment matters.

It is routinely called upon by Association members to advise on issues including dismissal, redundancy, employee discipline, recruitment, equal opportunities, sickness, absence control and the special provisions of the Inland Revenue's Construction Industry Scheme.

Health and safety

Assistance with this increasingly important aspect of business life is available to members of the Association. Whether the need is for help in establishing a safety management system or preparing a health and safety policy, or information on a regulation, expert guidance can be obtained on current best practice.

Contractor safety groups meet in London, Scotland and the North of England, and the Heating and Ventilating Joint Safety Committee – comprising representation from HVCA and the trade union Amicus – promotes action on all aspects of health and safety.

Membership

The Association publishes a Member Relations Policy, which describes: the importance of the Association's service relationship with its members; the cultural values which underpin it; and the mechanisms which ensure effective delivery and response.

It also deals with those occasions when a member may be less than satisfied with the service support provided. Also available is a codification of the procedures in place for dealing with complaints which the Association receives from time to time about its members.

Specialist groups

The Association's four specialist groups provide additional services tailored to the individual requirements of members engaged in a particular industry specialism.

The four groups cover: ductwork; heating and plumbing services; refrigeration and air conditioning; and service and facilities.

Membership of one specialist group is available free to any Association member who meets the criteria in terms of specialist work undertaken.

Technical

Members of the Association benefit from direct access to advice and guidance on technical matters, which relate specifically to building engineering services and to the wider construction sector.

Among the areas covered are the Building Regulations, British and European standards, quality assurance, environmental issues, productivity, new technology and sutainability.

A range of codes of practice relating to specific technical aspects are published and periodically updated.

Scotland

Membership of the HVCA in Scotland comprises almost 200 companies with a combined turnover of £400m.
While very much an integral part of the HVCA as a whole, HVCA Scotland has its own chairman and its own executive committee.

A Scottish Contracts Committee ensures that legislation and working practices peculiar to Scotland are fully understood by the membership. A Scottish Contractors' Safety Group offers a forum for the discussion of health and safety matters. And a sub-group dedicated to Scottish service and facilities concerns meets on a regular basis.

HVCA Scotland is a member of Scottish CASEC, which represents the interests of the specialist contracting sector, and is itself a constituent body of the Scottish Construction Industry Group (SCIG), which has been established to provide a focus for the construction sector as a whole.
