HVCA is
committed to promoting the rationalisation of the industry's
procedures for demonstrating competence, and to discouraging
the further proliferation across the UK of discrete contractor
qualification schemes.
HVCA is
active in persuading all parties to the construction process
that the proliferation of diverse contractor qualification
schemes is burdensome, wasteful and costly to the industry
and, ultimately, to the client.
HVCA is in the process
of identifying the core criteria for determining the competence
of individuals and businesses in order to satisfy industry
regulations and client need.
HVCA is working to persuade
those requiring proof of the skills of individuals, and of
the technical competence and
commercial capability of contractors, to accept accreditation
on a "deemed to satisfy" basis.
HVCA is further developing
its independent member inspection and assessment regime to
ensure that it meets the criteria established by all relevant
accreditation schemes.
HVCA is continuing to reinforce
the position of Engineering Services SKILLcard as the personnel
and qualifications register for the hvacr industry.
HVCA is promoting the Competent
Persons scheme operated by Building Engineering Services
Competence Accreditation Ltd (BESCA) as the principal route
to self-certification under
the Building Regulations across the non-residential sector.
"The Association is working
to put in place a range of 'deemed to satisfy' arrangements
that
will offer members automatic entry on to approved contractor
lists"
